Yes, if you hold a visa-required passport (such as US, UK, Canada, Australia, EU, or India). The Cambodia Tourist eVisa ($84.99 all-inclusive) grants visa permission to enter, while the Cambodia e-Arrival Card (CeA, from $20) replaces the paper immigration, health, and customs forms within 7 days before landing by air. ASEAN visa-exempt passport holders do not need the Cambodia eVisa and only need the $20 Cambodia e-Arrival Card.
The single-entry Azerbaijan ASAN eVisa (valid 90 days for a 30-day stay) costs $59.99 all-inclusive for Standard processing (3–5 working days, including the $29 government fee), $99.99 for Urgent (within 24 hours), and $119.99 for Super Fast (3–5 hours).
Cambodia gives air travelers a full 7-day window before arrival to submit the Cambodia e-Arrival Card (CeA), whereas Thailand TDAC, Malaysia MDAC, Indonesia All Indonesia (e-CD), Singapore SGAC, and Philippines eTravel all use a 72-hour / 3-day pre-arrival window.
UAE and Qatari citizens enter Azerbaijan visa-free, while Saudi, Kuwaiti, Omani, and Bahraini citizens have a temporary 3-entry visa waiver until 15 February 2027. Foreign expatriates residing in any GCC country with a residence permit valid for more than 6 months can either get a 30-day Visa on Arrival at Baku Airport (GYD) or pre-apply online for an ASAN eVisa to skip airport visa lines.
